
The updated Hong Kong Biodiversity Strategy and Action Plan (BSAP) draws upon the latest global and national initiatives on biodiversity, including the Kunming-Montreal Global Biodiversity Framework and China National Biodiversity Conservation Strategy and Action Plan (2023-2030); incorporates local circumstances and conditions, builds upon the foundation laid by the first phase of the Plan, and reflects stakeholder feedback. The updated BSAP outlines the strategies and priority actions that Hong Kong will adopt over the next decade to conserve biodiversity and support sustainable development, thereby contributing to national and global goals to achieve harmony between humanity and nature.


Hong Kong has rich biodiversity and a natural terrain close to the bustling city. The diverse habitats and wildlife provide city dwellers with numerous benefits, from providing fresh produce to inspiring us with seasonal colours. Conservation of biodiversity is important to the sustainable development of the city. In particular, with challenges such as climate change, we need concerted efforts across the society to conserve our valuable natural heritage. With this in mind, the Government formulated the first city-level Biodiversity Strategy and Action Plan (BSAP) for Hong Kong in 2016, to step up biodiversity conservation and support sustainable development.
